On October 21, 2026, OpenAI explained how it developed a dedicated advertising system for ChatGPT designed to respect evolving user intent and preserve the product’s neutral responses.
Design choices for conversational ads
OpenAI says the ads stack departs from traditional request-response systems by supporting stateful ads sessions that remember and update information across turns and conversations. The company highlights three core design decisions: maintaining session state, relying on a custom post-trained LLM to interpret conversation context, and running ad selection in a separate service so ads cannot influence ChatGPT’s generated answers.
According to OpenAI, keeping the ads flow separate ensures ChatGPT’s organic responses remain unaffected if the ads service is slow or unavailable. The company also frames a no-ad outcome as an acceptable result, noting the system only delivers ads when they clearly benefit users and advertisers.
How the orchestrator and delivery work
OpenAI describes an orchestrator — a post-trained LLM that operates in an agentic loop and makes tool calls for retrieval, ranking, relevance scoring, and nomination to an auction. The orchestrator creates summarized queries from multi-turn conversations, converts them into semantic embeddings, and retrieves a broad pool of candidate ads from multiple indices.
Filtered candidates undergo eligibility checks (budget, targeting, policy compliance, pacing, deduplication), followed by relevance and quality scoring (semantic relevance, predicted engagement, historical performance). The orchestrator then nominates appropriate candidates for an auction tool, which handles ranking, pricing, and final selection.
OpenAI notes two final failure modes specific to chat: an ad may be blocked as inappropriate for the conversational tone, or it may time out and not arrive before the chat response, in which case it is not displayed. When delivered, the frontend shows an ad bundle — creative plus a model-generated neutral preamble — below ChatGPT’s response if it arrives in time and is labeled as sponsored.
OpenAI reports that ChatGPT Ads reached a $1 billion annualized revenue run rate in under 200 days after launch and that more than 100,000 advertisers have run ads on ChatGPT since launch.
